How does this sub even exist since breeding is not allowed on Chambers?

Like is it not obvious that when people say they're looking for a "mom" or "dad" that it means for their pets, not actual children? I know Chambers has rules against breeding, but it doesn't seem like they enforce them and people are talking about it right here in the open.
