Does anyone know where I can get some cheap ingredients in Canada?

I am trying to cook for cheap but in Canada it seems like food prices are very high, I cant even get a half decent meal for 5$ per serving. I checked out price matches at Walmart, I am thinking of going to Sobeys and checking out the prices there (not really sure if they offer lower prices than Walmart). any suggestions would be greatly appreciated.
