Must Eat Alone & Limited Kitchen - What To Eat?

I'm currently moving to an apartment with a VERY limited kitchen. It's mostly a partitioned room with a microwave, sink, and a 2-burner stove with pretty limited ventilation. It's in an older apartment and has to be maintained by the on-site staff, so I'm not allowed to go in there and add ANYTHING including curtains or a fan. They will try to fix it if I report a problem, but otherwise, they don't really fix things unless you tell them or they notice a problem during an inspection.

I'm moving in early on a lease that doesn't start until the end of the month, so I only need to eat enough to get to the end of the month. I'm a college student so I'm pretty short on cash. I've also got a bunch of student loan debt I'm absolutely starving to pay off, so my student loans have to come first, including this month.

I've got access to a grocery store about 10 minutes from my place that's slightly more expensive but the convenience stores absolutely destroy a budget. I've also got a Costco membership and Walmart membership, but they're a bit farther away at a 30-40 minute drive. I've also got a food stamp card with $15 on it, so I'll get $15 a month to spend on food.

Must be able to cook in a microwave, electric kettle, or my 2-burner stove with limited ventilation. Must be able to eat once cooked, so anything that'll spoil absolutely must be fresh at the time I buy it, or able to be safely frozen. Any bulk food must be able to be stored safely, so if I get a bulk of something, it must be able to be stored in the open or at room temperature, or I must have enough room in my fridge for whatever I'm getting.

Current fridge and freezer situation:
Refrigerator: 6-8 inches width, 4-5 feet height, 2 feet width, 2-3 inches depth

Freezer: 12-14 inches wide, 3-4 feet height, 10 inches depth

I'm absolutely starving, so I'm looking for the cheapest and fastest food possible that doesn't go around too much. I've been eating absolutely nothing but oatmeal, but it gets boring, and I have to save pretty hard for this month. I've got some beans but am pretty underweight so need to stick to high-calorie foods.

TL;DR - What are the fastest, cheapest, and most filling meals I can make with a microwave, electric kettle, a fridge/freezer combo, and a 2-burner stove with limited ventilation?
