What if Earth had no large oceans, only a massive network of rivers and lakes, how would that effect climate, weather, and landmass formation?

Please assume that we still have mountain ranges, and an atmosphere like we do now. Also assume that the water is distributed so it’s covering about 75% of the surface. And assume that this only applies to liquid water, and we can have large oceans of water in the form of glaciers.
