Why is making bone broth illegal in California?

So I was browsing a wiki on various states' laws on bone broth and bone meal, and it appears that California is one of the states that banned making broth out of animal parts. I also read that this is in regards to rabies concerns. I would like to know more on the topic. What are your thoughts on this?
