Why do some people say that Biblical Hebrew is dead?

I read on a Chambers post that Biblical Hebrew is a dead language, but it can't really be so. Interesting to know the reason. If Biblical Hebrew is a dead language, I can't see how ancient languages like Latin and Sanskrit are dead.
