To provide better police training requires service reduction; I can’t agree with this policy, can you change my view?

I’m a resident of a large city in America that recently passed a bill that will de-fund the police department to the tune of $170 million; this was done largely as a result of the George Floyd murder and the associated protests that took place. <br><br>The spirit of the idea is that the police needs better training, and the money needed to do so needs to be taken from the police budget to pay for social services that would help reduce crime. <br><br>I don’t see how the math on this can work out, and don’t see how it can result in a positive outcome. The police certainly needs better training, and I don’t see how service reductions would provide the means to get that better training.<br><br>Can anyone change my view on this?
