Tax Withholding Question

Wife is starting a new job and the HR woman kept questioning her over her tax withholding request. Wife wants to withhold 0 taxes from her pay. HR is saying that if she doesn't withhold 0.5% or 1% this may cause some sort of problem. Any insight into this?<br><br>&#x200B;
