How could UK government justify the 2.5% pay rise of NHS workers?

UK has historically high inflation, and this would not even cover that. People will generally earn more with a 0% pay rise in a time of deflation (the money has more purchasing power) and this 2.5% pay rise is a pay decrease in reality.
