Would you pay an additional 5% income tax every year for ZERO debt

Hello, I was thinking about this topic the other day. I would pay an additional 5% income tax to the irs/government if it would ensure I never have to pay for any of the following expenses for the rest of my life. This is essentially a tax on each person and ZERO debt for the rest of their life. What do you think, would you pay? Anywhere in the world? It's mainly designed for the USA.
