Instead of student loans, why don't we just press more teachers and pay them more?

Instead of student loans, why don't we just press more teachers and pay them more?

Tuition fees could be kept low and school could just pay teachers more, instead of loans.

This would allow poor students to attend university and would negate the need for student loans.

If people drop out they could just pay a small fine, which is nowhere near the damage done by tuition fees + student loans.

I would say the best example is Norway. Tuition fees for everyone with few exceptions (like those from outside of Europe, who have to pay).

Surely this makes more sense, as student loans and tuition fees are crippling poor students.
