Do you need to be a good cook to cook on a budget?

In the recent discussion I had with someone I know, I kept arguing that budget cooking may not be the best for them since they need to learn to cook beforehand. I think many budget recipes are just a simple list of ingredients, with some steps thrown in, so you do need to know a few things about cooking to avoid a disaster.<br><br>I have been cooking for 9 years, and I love budget cooking, but I am not sure if I can give that advice for a cooking newbie. Rock bottom ramen is cheap but if you cook it wrong it is disgusting. A good pasta dish is nice to have, but if it is dry and tastes like plastic it is a waste of money tbh. <br><br>Is there any easy fixes for this problem?
