What are some guides for having proper hygiene?

For my history class, we have to write a letter to the taxpayers of Pennsylvania as to why they should give us additional funding. This is part of a larger unit on John Snow, where we are all pretending to be a person or group from his time period. My persona is a teacher at a charity school. My school's students are often very dirty, since they are either orphaned or have fathers who are off fighting the war. I want to include some guides for hygiene with my letter. What should they be? What would have been considered good hygiene in 1854?<br><br>I plan to give them some general rules, like brushing your teeth, washing your hands after the bathroom and before eating, and the like, but I want more. I want as many things as possible to send them.<br><br>By the way, this may sound a bit weird, but do you have any advice for a letter that they will not read? What I mean by this is that I am a high school student and while whoever is in charge of our county's education system may at least glance at my letter, I doubt that they will actually read it. I have just been told to write to them as if I were my persona. If you have any advice on how to write a letter to someone who likely won't actually read it, please tell me.
