Why are anime characters always too scared to stand up for friends?

In just about every anime, there's that scene where one of the main characters is being bullied, and a bystander is sitting there looking scared and wishing they could help their friend. But why doesn't it ever happen that they do stand up for them? Not just in anime but in real life too, but it's become such a common trope, it's just frustrating.
