I saw a man in work clothes walking down the street, then i saw the same man in the same clothes 8 hours later and 8 miles further down the road walking in the same direction as before. Why?

I was on an elevator going up to a jobsite, and saw a guy walking down the street in work clothes, orange vest and denim jeans and a white shirt. 8 hours later i was on the same elevator, and i see "the same guy" walking down the street on the same road as before. I work for a construction company doing structural steel inspection. And this was in downtown Austin Texas.
