So many parents buying their kids into university from what I see, how does it not get called out?

Just as random anecdotal evidence, my former student who's a junior at a top 5 university in the US told me he's never done any work, he just pays students who aren't as rich as him $5,000 per semester to take his classes for him. He said he's not the only one doing it because he knows someone in this program who is in the 30s and just getting a bachelors degree. You hear stories about this all the time. So many times I hear things like "it's your kid's job to take care of you" because their parents paid for college. Well, if the parents paid someone to do grades and they just paid tuition, where is the shame?
