If there was a law that prohibited poor people from having kids.. what people would be considered poor?

Childfree people on chambers don't like poor people or people on welfare, but aren't a lot of you Americans living paycheck to paycheck even with "good" jobs? Also with the economy the way it is, isn't everyone struggling with the cost of living? It seems like everyone needs government assistance or at least uses the food stamp system.<br><br>So "should" middle class people just be prohibited from having kids as well? I'd like to hear your thoughts.
