The snake & the staff represents the balance between the masculine and the feminine.

They fought already and the masculine "won" and now represents the patriarchy and the oppression of the female. Now the feminine is fighting back and reclaiming her place because we've forgotten that we're supposed to balance each other and not compete with each other.
