In the Bible, it is said that Hell actually translates to "Sheol" which is a Jewish term used for the underworld.

And in Greek mythology, the underworld is ruled by Hades, and it is divided into 4 levels (Asphodel Meadows, Elysium, Tartarus, and River Styx)

Is it possible that the actual place of Hell is the Asphodel Meadows? There, no one is tormented, but everyone there is devoid of any pleasure. Essentially, it is a super annoying place to be where you don't really feel anything but boredom and the feeling that you can't do anything.

How plausible is it to be in a place like Hell, but to end up somewhere where you are not being tormented, but you can't do anything and you can't experience any pleasure. This makes sense because back in the day, it was common for people to be punished by being sent in a place where they can't do anything.
