How do I incorporate the idea of God in my fantasy world?

I want to create a fantasy world that has the idea of a God similar to the real world. How do you actually make that work? In a fiction world, magic exists, so can’t the God just use magic to fix the world and make it a utopia? Should I just set rules that the God cannot use magic? Does this idea make sense?
