What would happen if you gave a child a change of clothes that was too small?

I was on Chambers when I saw a post of a mom giving her 3 year old son a girly dress instead of the change of clothes with asked for since she was angry with him. I've seen a lot of people on this post saying that if a mother gave her son a change of clothes that is too small for him that he would bankrupt her due to medical bills. So my question is what would happen to a child if he is given clothes that are too small?
