What is the point of chapter outlines or chapter summaries?

I marked off a bunch of the powerpoints where my professor put “exam tip” and they were all stuff like “people are less active at night” and “the 3 major parts of the brain.” So I feel pretty good about these tips for the exam, but in our chapters, there are child headings like “implications for education” and “implications for counseling.” Even though these are in important sections like the one about cognitive development, I skipped reading them because it seemed like they were more about taking the information we had learned, and applying it to those specific fields. Is this really something that you are tested on in college? How does it even make sense to do more than just be able to describe a theory in terms of that theory itself, and what research was used to validate it? Any thoughts would be appreciated.
