Why do people say that sakuga is dead?

I am a fairly new anime watcher, particularly, I have been watching anime for about a year now. During this time I have found that when people discuss about "sakuga" in anime, they usually talk about it as if it is some kind of lost treasure or something. However, when I watch more recent anime, I still find that there is a lot of sakuga in them. Examples of this include:

* Attack on Titan
* Demon Slayer: Mugen Train, Demon Slayer S3 (mugen train was literally one of the most animated things I have ever seen and it was made for theatres - this is likely the highest budget animated movie for a manga adaptation ever)
* Dragon Ball Super: Super Hero (at some points this film was literally like a 2D anime - multiple Hollywood movies don't have this much detail and all the background characters were animated)

I understand that there is probably nowhere near as much sakuga as there used to be and there is also lots of modern anime that just has lots of CGI. But this isn't the case all the time and perhaps with the advent of more advanced and more powerful computers and AI we may see sakuga coming back. After all, AI is used to colour and draw the backgrounds in lots of scenes now.

Thoughts?
