The kids who won't be able to make it through online schooling

I have a student, let's call her Emily, who can't even begin to do her work without having someone sitting right next to her, guiding her through it. The best I can tell, she knows nothing. She can't even tell time or count money. I once gave her a short assignment with 5 sentences to read and 5 numbers in the margin 1, 2, 3, 4, 5. I asked her to circle the number 3. She circled a 1 and got angry when I said it was wrong, claiming she used a strategy. She can't get through a single day without having at least 2 meltdowns that cause disruption to the other students. She needs one on one support and attention, sometimes 2 or 3 people on her at a time. She is capable of completing a short assignment, but it takes a ton of individualized help and instruction. How is she going to function when she doesn't have that support at home?

We're discussing online teaching and virtual classrooms, but how do we support the kids who need that one on one help? How we going to be able to provide individual support to half a dozen kids at a time? How are we going to make sure they can access the internet and follow instructions?
