The adoption center I work at is getting overwhelmed with surrendered "protective" dogs

So I used to work at an adoption center in Georgia, but my husband and I moved to Oregon. We're back after a few years and I got the job again really quickly, but the nature of the surrendered dogs seems to have changed a lot. I'm guessing this is happening everywhere and I'm just late to this party. The center is getting a lot of surrendered dogs that are not socialized, are very fearful, and are "protective" of their owners. I don't know how the owners are okay with how long it takes to adopt out a dog, I'm sure these dogs will be here for at least a month. I wonder how aware the average person is of this. Does it matter? I don't know what to do. The worst part is I feel bad for these dogs. It makes me mad, but what can I do? I can't just go out and fix it. I don't know how to even help them. I've been doing this for over 10 years, but I never saw this.

It's not just that these are untrained dogs. Their owners did try to train them, but the owners are also training them to be aggressive to other people. It's a tough job, but I love this job.
