I want to make a small program that tracks your friends, but I don't know which program I should use.

Today my friend had an idea for me to make an app like Snapchat but just to track your friends. I don't know what app I should use, I have a Mac and I know how to use Python. What app should I use and are there any good tutorials out there? I have a raspberry pi 4 and also a raspberry pi zero if that helps for anything. Also I have a lot of free time during the holidays. Btw I'm only 12.
