NFA required?

I want to buy a RIFLE and put a short barrel with a 14inch barrel. I also want to put a flash hider on it so it will be 16inches overall. i plan on not putting a stock on it. Is this legal? NFA required?<br><br>If i put a stock it will be 34inches overall but the barrel is 14inch.
