How would you build a world where all hiveminded creatures are sentient?

Something I've always been fascinated by. It seems common in sci-fi to have all hiveminded creatures be totally unintelligent, but if you had to subvert that? What would be the key facts you'd establish about them for them to be able to think like a single individual, or at least, operate in a hivemind with their multiple thoughts distinct?
