Feeling stuck in my career, even after 3 promotions in 3 years

So I work at a small tech company. The company has about 50 employees. I was hired as a "technical specialist" 3 years ago, and after a year I was promoted to senior specialist, then another year later I was promoted to technical lead, then a year later I was promoted to senior technical lead.

I've been in this role for about a month now.

In this role I'm responsible for managing a team of 10-15 people and I still get tons of shit thrown my way from our technical director. Every time he visits my city I have to meet with him for about an hour and we call it "career development". What it really is, is him berating me for whatever things I've done wrong, telling me that I need to be more proactive in my work, and that I need to continue to grow. In my opinion, it's just an excuse to judge me unjustly.

In my opinion we do not have enough staff or resources to accomplish everything they need to be done, and that's why we have a ton of unfinished work constantly.

I used to get paid about 60k before my first promotion. I got a 10% raise. Today I get paid about 90k and the most recent 2 promotions came with a 5% raise each. However, I have a ton of stress and anxiety and find myself not even enjoying my work anymore. I'm exhausted and I feel like my career is dead in the water.

How can I get myself out of this situation? I feel like I have a lot to offer, but I feel very undervalued at my current company.

Should I consider going to a different company in the same role? I'm pretty sure other companies have better resources and better management.

Why do I wait, why don't I just go out and look now?
