It seems obvious to me that the government should create jobs when private enterprise can't. Help me understand why it isn't seen that way.

Pretty much the title. It seems obvious to me that the government should step in and create jobs when the private sector can't. That seems obvious.<br><br>But it's not because it is seen differently.<br><br>Can you help me understand why?
