Given the historical relationship between Great Britain and Ireland, was there ever a chance for the Irish Home Rule without partition?

It is of my understanding that the main drive for Irish Home Rule during the late 19th-early 20th century was a major movement that would potentially pave the way for a United Irish state. However, especially with the rise of the Ulster Volunteers and the Unionist movement in Northern Ireland (a region which contains Belfast, the only city in Ireland with strong industrial links, as well as the area with the most significant numbers of Protestant population), it would seem that partition was more of an eventuality rather than a possibility.
