How do I get my dogs that aren’t getting along to live in harmony?

Let’s say dog 1 is the victim and dog 2 is the bully.
Dog 1 is about 16 years old while dog 2 is about 2. Dog 1 has always been friendly and nice while dog 2 is extremely hyperactive. He’s chewed through every inch of our house including walls, windows, carpets, fence, door handles, and blinds. We can’t get him to relax. We take him to training, and he also gets lots of exercise. Nothing seems to work.
We have problems with him stealing food from the other dogs, him jumping on the other dogs, him barking at them, pushing them to the ground, and basically bullying them. He doesn’t know how to play nice. He’s also never calm because he’s always on a mission to do something.
Dog 1 doesn’t like dog 2 one bit. Everytime dog 2 comes close to dog 1, dog 1 just growls and shows his teeth. Never actually bites, but never lets dog 2 close to him.
Dog 2 is the complete opposite; he absolutely adores dog 1 and never stops trying to go after him.
As of now, we have to keep the two dogs separated. We also have two other dogs, and they get along fine but dog 2 still picks on them as well, especially the older one.
What can we do to make sure dog 1 and dog 2 live in harmony?
TLDR: we have a hyperactive dog and a lazy dog that don’t get along so we need help.
