The philosophy of pulling oneself up by one's bootstraps is that, no matter how bad your situation is, you should be able to work hard and improve your circumstances without help.

The philosophy of UBI (and welfare more broadly) is that some people are in situations where no amount of personal effort will allow them to improve their circumstances.

To me, they are opposites, but I often hear people who claim to support "bootstrapping" also claim that UBI is "handouts". I would think they should be against both philosophies if they really support "bootstrapping".
