How do I even begin to create a magic system for my fantasy world?

This is my first attempt at creating a fantasy world, and I have been continually running into the problem that I don't know how magic is going to work in my world. I can't get a clear idea of how it functions, and I really need magic to be a part of my world, so how do I even begin to create a magic system for it?
