The best way to learn a language is to surround yourself with native speakers, media, or texts, and immerse yourself in the language.

And even if you are a beginner, it is good to start from the beginning. Listen to a radio station, watch a movie in the new language, read a book. It will be harder at first, but you will adapt to the sound of the language and learn different dialects and accents more easily.

I recommend to watch movies or TV shows with subtitles in your native language to help you understand. In my experience it is better to start by listening to the native language and only read the subtitles. Learn some commonly used words and expressions, and then watch the movie with subtitles in the new language. I personally prefer this method, and I found it helped me learn French much faster than other methods.

If you are not in a country that speaks your new language, you can try to find materials in your library, or on streaming platforms or bookselling websites, that are translated to the new language.
