Why is OpenAI taking so long go launch DALL-e 3?

I genuinely don't understand why DALL-e 3 has been in development for so long. The original DALL-e came out in January 2021 and DALL-e 2 came out 15 months later in April 2022. DALL-e 3 was first announced in August 2023 which would mean the gap between DALL-e 2 and 3 would be over 16 months, and it still hasn't been released yet.<br><br>What could possibly be holding up the development of DALL-e 3, when the gap between DALL-e and 2 was only a month longer?
