How can I turn a white rooster into a blue rooster?

So I’ve got this white Leghorn rooster and I want to turn him blue so I can call him Mr. Blue. I know this isn’t a common issue for people breeding chickens or something, so I wanted to check in here and ask, but is it legal to dye a chicken blue? How do you dye a chicken blue? I didn’t see anything about this in the search results.
