What if the Earth's oceans were made of a liquid with a melting point of 3oc?

Let's say it's exactly the same as water except it's melting point is 3oc. Or any temperature range approximating to that of what we call "room temperature". This means that the entire ocean would be a solid at the poles and at high altitudes, and liquid at the equator. This would have a profound effect on the global climate, ecosystems, plate tectonics, coastlines, mountains, weather patterns etc. What does this look like? How does this change the surface of the earth? How does it change the global climate? Are humans still able to survive in this world? Do humans still exist? What does the ocean look like? How does this effect land formation, erosion, and weathering? How does this effect global architecture? What would the weather be like in this world? What would sea levels look like? How would that effect coastlines?

What if the Earth's oceans were made of a liquid with a melting point of 3oc?
