My brother in law is a complete jerk and I don't know what to do.

My (25F) husband (27M) and I are having trouble with his brother (29M). We live in a decent sized apartment that is close to his work. His brother is currently without a job and has no savings. My husband and I have been saving up to buy a house for a couple of years. The goal is to move in about a year and a half. With COVID we both have our full time jobs and we are both in school. We go on a rotation for who cooks dinner. So every third night it is my turn. I do all the cleaning and laundry and most of the cooking. Recently my brother in law has been moving in with us. He was supposed to leave our house yesterday but hasn’t. He will sleep on our couch. He has no place to go and no money. We are supporting him and give him a roof over his head. The thing is he does not consider himself part of the rotation to cook. He also thinks that he does not have to do chores. He does not work and does not go to school. He just plays video games all day and watches YouTube videos. He becomes belligerent when we tell him to do his share of the chores. A couple of days ago the vacuum broke and he was the last one to use it. He broke it but didn’t tell us. He just left it on the floor. We called him on it and asked him to clean it up and he said no. We asked him to sweep but again no. We are having trouble now cause my husband is used to his brother getting his way. Our landlord called us today and told us that our brother in law is smoking pot in our apartment. This is against our wishes and we specifically told him not to. He is not listening to us. He is starting to smell like weed and I can’t stand it. We asked him why he does not listen to us and he told us that he does not have to listen to us. At this point I want to just kick him out but my husband is saying we need to give him more chances.
