It would make more sense to send prisoners to medical school than medical students.

I know that this sounds crazy, but hear me out, we could send prisoners to medical school and get them to be doctors in under 8 years.

After 8 years they could be pardoned and forced to be doctors in areas with a lack of doctors. This would be beneficial to the prison system, by giving prisoners something worth while to do instead of just sitting there.

Not to mention that this would be a massive cost decrease for the government, as they pay for every prisoner. It can cost around $14,000 to $60,000 a year to house prisoners, whereas it costs $28,000 to $50,000 for medical school (the prices vary by program and residency).

This would also be a massive help to the medical community, as there is a large shortage of doctors. This has been a large problem for the medical community and would really help with getting doctors to smaller areas.
