Would you be for or against open heroin distribution?

In this, I mean the government would sell heroin to anyone for a moderate price, it would be a well regulated system, it would not be mixed/cut with anything else, it would be of high quality and there would be no black market for it with the usual accompanying violence to compete with the government's drug. It would be stamps only, the cost would be relatively high but set by the government, and the dosage and quality would be consistent. I am looking for opinions on the idea as a whole, for/against, and why.
