Why does everyone keep losing their jobs with all these companies laying off, yet every company I interact with as a consumer is severely short staffed and can't hire fast enough?

I read the news and it seems like huge companies are laying off left and right. Google, Microsoft, Amazon etc. And people are losing their jobs left and right. Yet, I go to any store or restaurant and it's a fucking ghost town of employees. Every single business I interact with on a daily basis is short staffed and can't hire people. I don't understand how both of these things can happen at the same time.
