What is the ideal number of anime created per season?

Given the current climate of the anime industry, where there's shortage of budget, staff and we have a less popular and therefore less money-yielding era of anime, I'd like to know everyone's opinion as to what should be the ideal number of anime created for any given season. In my opinion, 20-30 anime is a good number. I think that can help in staffing 2-3 high quality shows per season.
