AITA for not allowing my brother's boyfriend to come to my wedding?

I'm getting married in June. It's going to be in a rented hall and I think we'll have maybe 50 guests. We had to keep it small, as it was already difficult to afford. My fiancé and I decided to keep it intimate and all the guests will be family, so no friends.

My brother who is gay brought up "how nice it would be" if his boyfriend could come to the wedding. I've never met this guy before, my parents have, but they haven't vouched for him, so I'm not really sure this is a good idea. My brother has had a change of boyfriends ever since he came out of the closet and I don't really know this one.

I told him no because the invitations are already out and the guest list is final. He pushed the topic again and I said I don't know his boyfriend and it wouldn't be fair to my fiancé's cousin "Jane" who is not allowed to bring her boyfriend because they've only been together for 2 months.

If Jane can't bring hers because of the guest list, so can't he, it wouldn't make sense. My brother called me an asshole for not allowing his boyfriend and said if he is not invited he won't come either. My parents said I should let him but my dad said his boyfriend isn't coming.
