The Soviet Union was so (in)famous for reeducation camps that they had about 10 million prisoners at the height of the gulags. That is 1/16 of the total population of the Soviet Union, imagine the United States having 1/16 of its population in prison. The gulags were so big they had a whole team of people working on each camp and in fact had an official agency that was only dealing with these camps. 10 million prisoners in prison camps is not a good thing.
