Honestly, have you ever noticed how some anime hesitate on fanservice and some other animes just go all-in?

Its always like "Oh wow, we have a hot tub that we can use and im already in my bikini so lets go in it and oh NO I have to take my towel off so that it doesnt get wet" and you the viewer sit there and you look at the whole scene and you go "Well, nothing really happened here, why did you even make this scene in the first place?" and thats the big question. Well why? <br><br>You have to either all-in or you dont do it at all. <br><br>Can someone explain to me how these scenes could be anything else than a waste of time when nothing really happens.
