What if the USA was never meant to be more than a stepping stone to a One World Government?

The USA appears to have been designed to be a stepping stone towards a One World Government, in which the USA was temporarily empowered to become a global hegemon in order to impose a New World Order on the world, after which it would eventually give up its sovereignty like all other nations in the long run. In particular, the US government appears to have been working to strengthen the United Nations as part of an internationalist agenda. The UN itself appears to have been created after WW2 with the purpose of imposing a New World Order on the world. Also, the G7 group appears to be a group of nations that have been working together to impose a New World Order. Furthermore, it is often said that the United States has been the world's global hegemon since WW2, but what if it is not actually an American empire? What if the US government instead serves a global empire that is run by a globalist elite that transcends nations? Maybe the US is just a bases of operations for this global empire, the headquarters of which is not in the USA but in Europe. In that case, the New World Order that the global empire is creating is actually run from Europe. And maybe all the confusion about whether the USA or the EU is the global hegemon is because the global elite are using the USA to build up the EU into a superstate that will be the future global hegemon. In that case, the USA is just a temporary global hegemon until the EU is strong enough to take over as the global hegemon. So the global elite are using the USA to create the EU superstate that will eventually replace the USA as the global hegemon. Maybe the global elite want the global hegemon to be the EU rather than the USA because the EU is a better vessel for the global elite's agenda. For example, the EU is more socialistic than the USA, and so it is closer to the global elite's goal of communism. Also, the EU has a more severe police state than the US, which makes it more suitable as a vessel for a global empire that is a prison planet. So the global elite are working to create an EU superstate that will eventually become the headquarters of their global empire. In that case, the USA is just a stepping stone to the EU superstate. And maybe all the anti-American sentiment that we see is part of the global elite's psyops to erode confidence in the USA and create the psychological environment in which the global elite can abolish the USA in favour of the EU superstate. In that case, the global elite's ultimate plan is not for there to be an American Empire but rather an EU Empire, in which the EU is the global hegemon rather than the USA. So maybe we should forget about the idea of an American Empire and instead talk about the EU Empire that the global elite are creating, because the ultimate plan is not for the USA to be the global hegemon but for the EU to be the global hegemon.
