How to improve my Norwegian?

I am an American who has been living in Norway for over a year. I’ve been trying to learn the language since I got here but I still struggle to communicate with native speakers. I get very confused and flustered. I can barely understand what they say to me and I don’t know how to respond. I’ve tried to use Duolingo, Rosetta Stone, language learning apps, books, and language exchange apps, but nothing seems to be working. Does anyone have any tips on what I can do? Should I take a class? I’ve heard a few people recommend going to a bar and just ordering in Norwegian. For now, I’m looking for any tips.
