Automated Longitude

Assuming the ancient Greeks had an atomic clock and could thus accurately keep track of time, switching this device on at say 0:00 London time, and carrying it to say Cairo or Jerusalem how would this device be used and would it improve navigation at sea. Would there have even been the materials to make an atomic clock portable?
