AITA for not telling my sister I'm not buying her a house?

My parents died a year ago, an inheritance was left which is substantial. One of my 3 sisters (Desiree) has been struggling with money, she's also been evicted and has 2 younger children. I'm buying both of my other sisters homes, on the condition they live in them. Desiree was told she'd get a different "gift" but it'd be substantial. Desiree has repeatedly asked to buy her a home directly but I've told her no, instead I'm buying her a 3 bedroom apartment and furnishing it. I'm also investing in stocks for her and setting up a college education fund for the kids, so they never have to worry about money to go to college or university. Just because her gift is a little different I'm being called an AH for what I'm giving her.
